moodle submit [options] <ref> [files...]

--replace | Remove the files already in the submission first. |
--accept-statement | Agree to the site’s submission statement when it requires one. |
This command changes data on the server. It asks for confirmation unless you pass
--yes. Add --dry-run to print the plan without applying it.
